Here are some PIM DR facts:

    By default, the router with the highest interface IP address on a
subnet will be the PIM Designated Router.
 
    Highest IP on the subnet can be overridden ip pim dr-priority X
(default 1, higher preferred)

    In Sparse mode, the DR on the subnet sends *,G join and register
messages.

    With equal metrics to the source, the DR will be the forwarder for
the subnet, even if not highest IP.
   
With equal metrics, the upstream neighbor with the highest IP will be
the rpf neighbor, even if it is not DR.
