SW2F0/20 and SW2F0/21 are trunk port they are connecting 2 SW and not SW to
Router.

Regarding my comment:
I mean that trunk between SW1 to SW4 can run ISL trough a dot1q-tunnel. like
it show bellow, I set it like so only for the example to be simple:

SW1 ---ISL ---SW2---DOT1Q-TUNNEL---SW3---ISL---SW4
