Router - Bandwidth use

hi

 please help me understand this scenario

 2 routers connected via 8mbps FR

if we configure a less bandwidth , say 2 mbps in the interfeace config mode
, will that affect the actual pipe , or is that a parameter to tweak the
routing protocol ?

will i be able to use the 8mb bandwidth in this situation ?
