E1 crossover is the same as a T1 crossover but I'm not sure if I was
clear enough - let me expound.

         pstn ph BR1
                  | /
HQ ---- PSTN--
                             \
                               BR2

So use a 4th router (even a 2600xm will work) as your PSTN simulator
running CME with an ip phone hanging off of it.
