You MUST match EXACTLY the route already in the routing table FIB to use the
"network" command.
If you want to change the mask
Ip route 44.44.44.44 255.255.255.0 null0 254
("junk" it into the fib to null0 and a high AD)
Router bgp 10
Redistribute static

This is the only way I  can get a network to show up in sho ip bgp, if I
try address 44.44.44.44 255.255.255.0  it does not  work.   Is this
normal bgp behavior or am I missing something?
