I passed back in May and got access to the electronic certificate a few days
later via the Certification Tracking System. You should have gotten an
email after passing that asked you to specify hard copy or electronic
version of the certificate.
I received my plaque in the mail right around 5 weeks after I passed the
lab. I have heard that it takes much longer for some to receive their
plaque so I guess I was one of the lucky ones.
I would open a case with Certifications Online Support. They have been
helpful to me with issues that I have had in the past.
