Router-ping

I have been having an issue I am trying to understand. I have a router with
the following setup.

    (DVB Modem)--------------------------Rx-(gig0/0) Router (S0/0)
tx-----------------(SCPC- Modem)

Funny enough, I can't explain why when logged into the router, I try to ping
the serial interface IP address and I do not get a reply. (it timesout). I
do a traceroute to the serial interface IP address and it takes me out to
the ISP side (router default gateway) , then back into the router through
the Rx interface (gig0/0). I actually have an access-list denying incoming
traffic on the Serial interface. It is not a frame-relay link, but using
HDLC encapsulation.

Any ideas....?
