Your config looks ok to me. Take a look at
http://www.cisco.com/warp/public/473/41.html#topic8-8 .The destination port,
and in the case of RSPAN, the reflector port is always state down
(monitoring), by design.
You say that you see no RSPAN traffic on R3. Try a debug ip packet on R3
(obviously not recommended in a live environment) and then generate some
traffic between R1 and R2 in vlan 12 . You should see something on R3.
Better still, just plug a laptop with wireshark or something similar running
into SW2.
