Michael, the destination port in span has been designed to be up/down so
that one knows the special nature of the port (i.e. it is not meant to be
used normal data traffic ).
Here are some characteristics of the destination port:

Also the reflector port does not need to be connected to anything (and
therefore its status does not matter either):
