catch-22 with ppp chap wait

I don't get this command:
ppp chap wait

'To specify that the router will not authenticate to a peer requesting
Challenge Handshake Authentication Protocol (CHAP) authentication until after
the peer has authenticated itself to the router, use the ppp chap wait command
in interface configuration mode. To allow the router to respond immediately to
an authentication challenge, use the no form of this command. '

This command is enabled by default; this means that both peers will wait for
the other to authenticate first. But this is a catch-22 and the session will
not come up.
So how can it possibly work? and of course it does work....
