Your ARP resolution is not working. The router is directly connected to the
Sw ? Can you post the Sw relevant config ? If you have several Sw's in the
Path, do you have VLAN7 configured/propagated to all Sw's ?

  .a router (3620) connected to switch and im trying to ping from the router
to the switch vlan interface , for some unknown reason .. ping is not
successful ...configuration on the router is very simple as
  !
interface FastEthernet0/1
 ip address 20.1.23.2 255.255.255.0
 duplex auto
 speed auto
!
   
  on the switch
  !
interface Vlan7
 ip address 20.1.23.8 255.255.255.0
!
   
  interfaces are UP ...vlan is configured properly .
   
  when i did debug to see why it is not pinging ..i got an encasultion
failure ..routed via RIB ...wat is that ???
