ISIS level1 and level2

Hi,

ROUTER1-s1/0--------s1/0--ROUTER2
ROUTER1-s1/1--------s1/1--ROUTER2

Between the S1/0 interfaces I've setup L1/L2 adjacency.
Between the S1/1 interfaces I've setup L2 adjacency.

I'm advertising R1 and R2 loopbacks via "passive interface"
The ISIS COST on the S1/1 links (both directions) are set to 1 (so L2 is less
cost then L1 links, since that's using 10 = default).
Still the path is traveling between the S1/0 interfaces, since L1 is preferred
over L2.

What I want to accomplish is that isis prefers L2 prefixes over L1 if the
metric is less then the L1 path, is that possible, or is this NOT POSSIBLE
