I think what this is referring to is to be as specific as possible. For
instance, if you have only one interface in the EIGRP 100 domain,
172.16.25.3/24, then you would want to configure EIGRP like this...

router eigrp 100
network 172.16.25.0 0.0.0.255

or even like this...

router eigrp 100
network 172.16.25.3 0.0.0.0

as opposed to like this...

router eigrp 100
network 172.16.0.0

That way you aren't unnecessarily running EIGRP on other interfaces that
belong to the same major network.
