OT: True contention Ratio

Gents,
I am trying to achieve the following scenario:

Internet---------ISP-Core--------LNS-7301
                    |--------------------DSL users/Home or business

Home users ----------PPoE--------------- 10 megs total and 50:1 contention
ratio
Business users ---------PPPoE----------10 megs total bandwidth and 10:1
contention ratio

I am trying to do it using different IP acl and then shape it but couldn't
find the way to achieve a TRUE contention ratio.

Just had a though about PPPoE session and write a TCL script to know the
session and based on the Total sessions insert the required bandwidth in the
different pools?

Any thought ?
