ospf priority

Hi,

i have a problem with ospf priority.

The task asks not to configure ip ospf interface commands on the spokes,
so it suggests to configure
ip ospf priority 255 on the hub. (255 or a higher value as the default 1)

But the hub is not elected as the DR.

What could be the reason for this?
