Looks like something is bleeding over from somewhere.

The most common problem our users have found when they see this problem is
an incorrect VLAN assignment on the switch ethernet ports.

subnet for Serial1/0

This is the frame map statement on the router with the error:
Rack1R3#sh frame map
Serial1/0 (up): ip 130.1.234.2 dlci 516(0x204,0x8040), dynamic,
              broadcast,, status defined, active
Serial1/0 (up): ip 130.1.234.4 dlci 518(0x206,0x8060), dynamic,
              broadcast,, status defined, active
Serial1/1 (up): ip 130.1.35.5 dlci 910(0x38E,0xE0E0), static,
              broadcast,
