I figured out the problem. the issue was that "no keepalive" was
configured on the other router...

Actually, an Inactive PVC typically indicates a problem with the config
on
the other side.

Can you provide the config for the remote router that DLCI 403 is
connecting
to?

First off, why do you think you need to have "frame interface-dlci"
command
on a physical interface? Secondly, I would check frame relay switch to
ensure that it is configured correctly. Thx.
