You will only need the frame interface-dlci command here if you need to
do some kind of frame class config for only this dlci... Otherwhise your
static map commands will take presence...

Also, no arp frame-relay will not do anything for you. This command have
no function in the ios at all. There are not even anything called arp in
frame-
relay. You can debug this to see this...
If your goal is to stop inverse arp the command is no frame-relay invers-arp

For your problem, yes check the frame-switch. But also the other side of the
serial link..
