You probably have virtual link configuration on the same ospf process.
Remove virtual link config, then first add neighbor statement, then put back
virtual link config and it will work fine (until next reload).

Search the archive, this was discussed couple of times. It is a known bug.

Hey guys has anyone in the group seen this problem

Cisco 3640 (R4700) processor (revision 0x00) with 125952K/5120K bytes of
memory.
Processor board ID 26758289
R4700 CPU at 100MHz, Implementation 33, Rev 1.0
1 Ethernet interface
1 Serial interface
DRAM configuration is 64 bits wide with parity disabled.
125K bytes of NVRAM.
32768K bytes of processor board System flash (Read/Write)

OSPF: Neighbor command is allowed only on NBMA and point-to-multipoint
networks

*When I reboot the router it removes my neighbor commands and gives the
above alert so the routers across the frame never form adjacency after the
