Have you tried to add an interface into area 0 to get the virtual-link
up and then remove the interface from area 0 once it's up?

I've tried this scenario and still have no idea how to accomplish this
state. First I define area 12 betw. R1, R2 then virtual-link between R1
and
R2 and after that area 13 on R2, R3

But virtual-link isn't even try to come up. What I'm doing wrong?
