Without specifically looking at the lab for more information, I would say
that it is supposed to be an NSSA, and that you have a situation where a
virtual link is appropriate, and since you cannot create a virtual link
through a stub area, a tunnel is used instead.
That would be a scenario that would meet what you describe.
Remember if there are any words saying, "Make network survive a link
failure" anywhere that you must fail that link and look at the ramifications
within. It may be that failing that link creates a partitioned area 0 or
some other issues that you dont see right away.
