Lets clear the scenario for the others,
R4 and R5 connected via ethernet, PPP link and Frame-relay. They both
configured OSPF area2 for all related interfaces.
The prior task is asking for load balancing between R4 and R5 over
Frame-relay and ethernet connection.
To satisfy this requirement you need to change the ospf metric, and the task
is restricting you to use of 'ip ospf cost command'
You have left with the bandwidth adjustment in hand. If you change the
bandwith of frame-relay interfaces on R4 and R5, ppp link can't be used
during normal working condition because of higher cost of ppp link. If both
of the links (frame-relay and ethernet) goes down, than you can use the ppp
link. Because the ppp link's bandwith is less than the other links.
OSPF timers in this scenario has only effect on the convergence time, if you
have lower hello and dead-intervals your total convergence time will be
lower as well.

It's OK for OSPF timers like that. But I mean that redundancy which task
says.
R4 and R5 be able to detect a fialure and PPP link should be the last link
to use.
If other two links gone then traffic should be sent over the PPP link.
How does OSPF timers resolve it?
