The 3550 does not support CBWFQ. The bandwidth command is in the IOS, but
it is not effective. It is not present as an option in the 3560.
I have been told that it is a vestige from the router IOS that this code is
based on.

Ever wonder why 3550's Qos documentation page never mentions CBWFQ ?
Instead, it goes with wrr all over. I tried the command line. CBWFQ's
bandwith command is there but priority is missing.
