The terms are all relative meaning that they all could be the same
value, they all could be different values, two could be the same value
and the other could be different values, etc.

I am still on my venture to learn a little more QoS than I do now. I am
under the impression CIR, target rate, and max through put are the same
thing. But I am looking at something that gives me the impression they
are different. Can someone verify for me?
