If you placed a service-policy on a frame-relay interface the was running
PPPoFR, then the only type of traffic that would exist at that physical
interface would be PPP stuff, not tcp, udp, etc.
 
So that wouldn't help you much!

Yes, it has to do with DSL modems and stuff, but it explains a bit about the

concepts and restrictions, but also alludes to some different logic you may
be able to use with your other interfaces to achieve what you want.

If you search google for 'virtual-template service-policy' you may find some

e-mail discussions on the cisco-nsp list from puck essentially going over
the same thing.
