By OSPF NBMA design you put "neighbor" statement only on
routers that are eligible to become DR/BDR. That also implies that
those routers should be able to reach every other OSPF router on
segment (i.e. have a PVC to reach any other router, in case of FR).
To nail down this design, one should also put "ip ospf priority 0" on
non-eligible routers' interfaces, so that they don't confuse the correctly
behaving guys. (Although such routers will never initiate a hello packet
by themself, because they don't have neighbors configured).
AFAIK, when a router receives a hello (poll) on NBMA network,
where it has zero priority, it wipes out all neighbor statement for
that segment. I did'nt see a clear explanation of that "trick" in DocCD,
though :)
