Proper way to apply area filter-list?

Folks,

Given the following example:

Area0---(R1)---Area1---(R2)

If I were to filter routes coming from Area0 to Area1 logic would dictate
using an outbound area filter-list on R1 for Area1.
However when I tried this on my gear it did not work.

But when I applied the filter-list inbound on R1 for Area1 it worked.

Is the logic here to filter routes from going INBOUND to the OSPF database?

Please let me know the proper usage for this command because I find the
Cisco documentation examples are not clear.
