policy based routing on 3550

I have the following scenario with interface vlan2 and
interface vlan3. R1 is running ospf and bgp. SW1 is
running OSPF, R2 is running OSPF and BGP, R3 is
running OSPF and BGP. I do policy based routing on SW1
to the prefixes advertised by R3 but R1 still can't
reach them.

Is it because you can't apply policy based routing on
an SVI. Is there another method I could accomplish
this?

R1---(vlan2)---SW1-(vlan3)--R2---R3
