If it was to the console speed he shouldn't be able to see any output on the screen
Try to skip the startup configuration to see if there is any problem with it.

I have a problem with 1711 router, I configured the router to support VPN to
a remote site. When I removed the router from the Rack and reloaded (with
the power on/off button) the router gets stuck in after the message
" Press Return to get started" and I pressed the Return key atleast 100
times but no response.
However when I connect through a cable, I can ping and telnet the box.
I need help on this.
