Yea, It's currently only in CatOS, so it's not available on a 3550. One
interesting thing is that with VTPv3 you get a VTP mode "OFF". Rumor has
it that you can expect to see the OFF mode coming to IOS (atleast the
6500) sometime this year.

No they have't.
VTPv3 was recently developed (currently in CatOS).
