Perhaps its a case of VT assignments? If you shutdown the interface on R4
does the flapping between R3-R5 stop? Does the connectivity between R3 and
R5 then 'appear' stable?

It maybe worth trying distinct ML interfaces on the hub that have their own
VT respectively. Each VT is referenced could then be referenced by the two
serial sub interfaces that carry the traffic to the same router - two for R4
and the two for R5.

R3
ML1 - VT1 - Sx.1 PVC 304
ML1 - VT1 - Sx.2 PVC 304
ML2 - VT2 - Sx.1 PVC 304
ML2 - VT2 - Sx.2 PVC 304

Perhaps also worth noting that there are no issues with repeating IP
addresses on MLs.
