There is nothing wrong with what you got. The NM-HDV2-1T1/E1 does not
come with any PVDM's by default. That is an add on.

Look at table 4 on the information

It defines the PVDM's you need to order, You actually need to order the
PVDM2 series

Is it a IOS issue, or the resseler sold me a voice card with no PVDM????
