If all you have is a PVDM-12 you can only activate 12 channels,
depending on the codec you are selecting it may even be less than 12.
Test it. First make sure your router is recognizing the DSP resources.
Then do the following.

Config t
Controller E1 1/0
 pri-group timeslots 1-6

If that works then you know it is recognizing the PVDM's you have
installed

The maximum you are going to be able to do with only a PVDM 12 is 12
channels if you are using a codec like G711

Config t
Controller E1 1/0
 pri-group timeslots 1-12

Here is my test to show you

(config-controller)#pri-group timeslots 1-31
% Not enough DSP resources available to configure pri-group on
controller E1 0/0/1
% The remaining dsp resources are enough for 13 time slots.
% For current codec complexity, 2 extra dsp(s) are required to create
this voice port.
(config-controller)#pri
(config-controller)#pri-group ti
(config-controller)#pri-group timeslots 1-5
