running OSPF on loopback only

I have seen this stiputation in several workbooks with regard to configuring OSPF.
 "You cant run ospf on any other interfaces except loopback0 interfaces"

Correct me if I am wrong but I don't think any router can form an adjency with any other routers, since ospf is not being run on any other interface.

Can someone explain this bettter ..or guide me ..
