Richard,
I have never heard of a secondary IP on the Concentrator, but you can
configure it in cluster mode and have a virtual IP. Not sure if the
concentrator would listen on both IPs or only on the virtual IP. I do not
have my VPN concentrator anymore to actually test it... ;-(
