Is the VPN 3002 connecting to a Cisco VPN 3000 Concentrator? If it is, the
VPN 3000 is probably configured for "Interactive unit authentication". To
verify, in the VPN 3000 concentrator go to Configuration | User Management |
Groups | HW Client tab and see if "Require Interactive Hardware Client
Authentication" is checked.
