how could users be on a port attached to a L3 device not part of STP?

Wait a minute...couldn't it be argued that the lab failed to say "do not
configure on non-user ports" or configure it "ONLY" on user ports?
One could also argue that since the router is not participating in SPT
there is no reason for it to wait for forwarding delay...
