problem with 3640 baud rate

I have a problem with a 3640 router that after booting it changes the
console line from the default 9600 to 115200. I've changed console baud
rate to the default of 9600 from ROMMON and I even changed the
config-register to 0x2102 after bootup but each time I reload it, I still
get the baud rate of 115200. This is what I see when I do a sh ver.

Configuration register is 0x2102 (will be 0x3962 at next reload).

Any assistance will be appreciated.
