Actually,
For the 12.3 train on the 2500 series routers you cannot copy run to
flash or nvram. What you have to do is write it to memory first. Then,
you can do something like:

Copy start nvram:<filename>

You cannot copy it to flash however. It will try to overwrite the IOS.
This is one of the caveats of running the newer IOS on an older hardware
platform.

You can't save your config to Flash like that on the
2500. Notice the last line of 'show ver' that says
the flash is "read-only". In order to write to flash,
it needs to be read-write.

The 2500 is a "run-from-flash" device. If both flash
banks are configured in a single partition, the
partition will be read-only if an image is booted from
flash.
