As far as i understand, for this case, CIR must be set to 256K and
mincir to 56K.
To answer your second question, both are not the same.. Setting the
CIR to 56K will provide a throughput of 56K over a period of time and
setting it to 256K, will provide 256K, irrespective of whether burst
is configured or not... Burst is only a bonus mechanism, to utilize
the bandwidth for an extra amount of time, if you have not utilized
the bandwidth for a while. Once you start transmitting at a regular
interval, burst has no role to play and you will be ratelimited at the
configured rate..
