To KY, would you mind to remove "vofr cisco", use "vofr data 4" and add
frame-relay voice-bandwidth xx(any number you want)and try it again?

According to the document I have read, all configuration examples involve
"vofr cisco" command also involve a MC3810 in the transmission path. For 2
routers that are directly connected via a PVC, "vofr data xx" and
"frame-relay voice-bandwidth yy" are only need to be configured
(FRF.11Annex C fragmentation).
"vofr cisco" is the command that enable Cisco Proprietary Voice
Encapsulationfor Cisco MC3810.
