Serge,
  Question asks using the default interval (Tc), so at rate 192k default Tc
will be 125ms. The solution guide has explained really well. This default Tc
value will be changed depend on the cir rate(if i am not wrong) so let say
if you use T1, Tc would be 32ms by default.
  You can test by apply frame-relay class under dlci by vary the value of
cir and use command "show traffic-shape" to see the result.
