I think some of the locations are different than others. Ive been told that
you can access the racks via a single window (using the terminal server) or
direct short cuts...however, if you are using direct shortcuts, then each
"window/shortcut" would be tied to the terminal server as well (just via a
specific port #)

Without enable access to the Terminal Server, is access to the routers via
the Terminal server still allowed? am I correct? are we forced to use the
various shortcuts to each router then?

You still do have a terminal server, but it's already configured for you.
you dont have enable mode access on your terminal server.

You are going to have shortcuts on your desktop to each of the routers in
your rack. There is also a shortcut to the access server in case you want to
access them all from a single window.
 I preferred to access each router from its independent shortcut.
