Without enable access to the Terminal Server, is access to the routers via the Terminal server still allowed? am I correct? are we forced to use the various shortcuts to each router then?

You still do have a terminal server, but it's already configured for you.
you dont have enable mode access on your terminal server.

You are going to have shortcuts on your desktop to each of the routers in
your rack. There is also a shortcut to the access server in case you want to
access them all from a single window.
I preferred to access each router from its independent shortcut.
