change SPF timer in OSPF

Hi, Group,

I found that there is New Feature Command can change SPF calculation
intervals (timers throttle). When I want to change this timer, do I
need to apply this command to All routers in the same area ?

Since K value in Eigrp need to be same on every router, I don't know
if it is necessary that SPF timers need to be same in OSPF to run
properly.
