police without violate action and with violate action..

I see when violate action is not used, the policer uses a single token
bucket and does not use the be value even if it is configured. I just
confirmed it through the show policy-map i/f output as given below.. So does
this mean that with CB-Policing, we loose the bursting capabilities (unlike
CAR) if violate action is not specified? My understanding after looking at
this output is that it can't burst.., but i want your views as well...
