Does the FR switch need to be the DCE always ?

Hi group,
 I just tried to make the frame switch as DTE and the router as DCE, but it
seems LMI is not workin as expected between them.
 The debug for LMI shows status enq being sent by the FR Switch to the
router ?? How can that be ? the FR Switch is supposed to send status
messages in response to the routers Status Enq.
 The configs are :
 FR Switch : Configured as DTE ( Frame-Relay intf-type dte)
