ip ospf cost will override the cost derived from the bandwidth

Will the "ip ospf cost command" override any bandwidth settings on the
interface? for example say I have two links with the command ip ospf cost
100 and I change the bandwidth to 1 will OSPF see this and coverage routing
to the other link? or will it ignore it because I used the ip ospf cost
command on the interface.
