We are not allowed to do queuing on a Subinterface, but we can shape on
a Subinterface/ so doing nested CBWFQ Policies to cheat requirements.

on sub int we are not allowed to apply it
so we create another policy name parent
policy-map PAPA

service-policy HIJA
