As far as I have seen, CBWFQ and MQC are interchangeable acronyms that have
developed over the years for the same process and command sets.

So they are one and the same. In effect, you are asking if you can use IP
without using IP. :)

The MQC method with class-maps I understand, but can I do it another way.
